1. Create a New layer for your future template (I used 766x850)
2. Add a gray rectangle and name this layer “background”.

3. Create a new layer (Ctrl+Alt+Shift+N)
and add two horizontal lines 1 px height. (holding Shift
drag from left to right) name this layer “lines”.
4. Create a new rectangle (using Rectangle Tool)
name this layer “Nav bar background”.

5. Add Gradient Overlay to this layer.

6. Create a new Rectangle 3 px height,
open Layer Blending Options, and name this
layer “white glare”.
7. Set Fill Opacity to 0%
and Gradient Overlay from white (100% opacity)
to white (0% opacity) then press OK

Here is the result

8. Copy layer “white glare” and rename it to
“black glare”. Then open Layer Blending
Options>Gradient Overlay, change a color from
white to black and Angel from -90 to 90
then press OK.

9. Drag layer “black glare” to the bottom of
our navigation bar.

10. Now let’s add some text. (I used standard buttons
names – Home About
Us Services
Solutions Contact Us)
11. Now we need to add some separators for our buttons.
Create a horizontal line using Line Tool
and name this layer “black line”.

then open Layer Blending Options set Fill Opacity 0% and Gradient Overlay from black (100% opacity) to black (0% opacity)

12. Copy a layer “black line”, rename it to
“white line”, move to right (for 1 pixel) and
change a color from black to white in Layer Blending
Options > Gradient Overlay
13. Now copy a line and move to the left (for 2 pixels).
14. You can add a roll over effect by creating a new rectangle
(filled with white) of the same size as a button and set
Layer Blending > Overlay and opacity 20%. That's
it!
